Dear Mr. Amos,

Time is short; I won't mince words. We fear the following footage, captured today and flagged by the system moments ago, to be a sign that the Panthers are on to our monitoring. Though still focusing on the classics, this is far more severe than simple frolicking. Are they toying with us? Is it mere coincidence that this was done in full view of our least inconspicuous camera?

They may have been tipped off by an informant, or somehow noticed the presence of our field agents - what is your assessment?

We may have to change our approach before the entire mission is compromised. Field agents with cameras hiding behind post boxes, street lamps and sandwich boards may no longer be sufficient.

In the meanwhile, we will be keeping close watch on the individual you have pinpointed as the likely mastermind. Let your guard not slip; if the criminals are indeed so close to you, you may be at more risk than our agents can shield you from.
